Lok Sabha passes Lokpal and Lokyuktas Bill

The Lok Sabha on Wednesday approved The Lokpal and Lokayuktas (Amendment) Bill, 2016, without any discussion.

The government introduced the bill on Wednesday, pointed out that the bill needed to be cleared with urgency as the law requires every public servant to officially file and declare annual returns involving his assets and liabilities before 31 July.

While the Congress and the Left Parties agreed on the dire need for the bill to be passed, they requested that the government should be strict about imposition of the bill. Mohammad Salim of Communist Party of India (Marxist) objected to the introduction of the bill citing the side stepping of parliamentary process.

He argued that the bill was neither included in the list of business nor was the supplementary list provided. He added that the house house entertained no discussion on the bill.

Introduced by Union minister Jitendra Singh, the bill had not featured in the revised list of business for the day and was later added to the supplementary list of business. Kalyan Banerjee(TMC) also raised the issue that political parties had their own agendas to talk about but no discussions happened.

The bill was later passed through a voice vote. PRS Legislative later tweeted, that the bill proposed an amendment to section 44 of the Lokpal Act requiring disclosures. The details of the amendments are yet to be made public.
