Apropos  of the column “Getting things done in a democracy” by Vikram Mehta (FE, October 5), there can be no denying that bureaucracy plays a crucial role in implementing the government’s policies and, in day-to-day governance, the quality of administration and delivery of public services depends mostly on bureaucracy. The political masters have only feeble control on the labyrinthine network of procedures designed by bureaucrats and their legitimacy justified in the name of curbing misuses and abuses. The fact that a bureaucrat’s efficiency is assessed by another bureaucrat is an exercise in self-deception. People are at the mercy of meandering movement of ‘papers’ in government offices for getting what the political masters may profess rhetorically as their legitimate rights. The truth, however, is that bureaucracy, as a permanent institution, is a necessary evil. There is no other system seriously suggested by anyone to replace it. The only way to live peacefully with bureaucracy is to usher in fundamental reforms in its working, as rightly suggested by Mehta. The sooner it comes, the better it is. By the way, Arun Maira would not have been able to get two people of his choice from outside, but for some sane bureaucrat in the Planning Commission, who advised him how to get them, given the bureaucratic constraints!

Syrian crisis
Aprpos of “Putin’s Syrian strategy a recipe for disaster” (FE, October 4), global politics is killing innocent citizens of Syria. The crisis needs a political solution. The US wanted to have a regime change in Syria but its plans were thwarted by Russia which has rushed to the aid of the Syrian government led by president Bashar al-Assad.
