Pakistan is witnessing nation-wide protests after a minor girl was abducted, raped and then killed in Kasur district of the country. Kasur is also infamous for rape instances. A blog by Pakistan’s The Express Tribune highlights the fact that many children hailing from the same city have been victims of sexual assault, blackmailing and murder in the last few years.

As per a report by the National Commission on Human Rights (Pakistan), this is the 12th kidnapping incident of minor girls in Kasur since October 2017. The ages of all girls were reported to be between 5 to 8 years and their dead bodies were recovered from different parts of the city later. The medical reports in all cases confirmed sexual assault with the minors. A pattern was also observed in these killings as all of them took place in under-construction houses. It is quite likely that these crimes were committed by the same individual, as per media reports.

Kasur has witnessed over 720 incidents of sexual crimes against girl child in the last three years, as per The Express Tribune report. It further says that child sexual abuse cases including the filming of forced sexual acts performed by 280 to 300 minors have also been reported in the city. Such porn contents are sold to porn websites and to those satisfy their sexual urges through porn.

The recently released National Commission on Human Rights (Pakistan) report also suggests the same.The report contains facts and observations related to the child abuse instances in Kasur. It reveals that no action was ever taken on reports of child abuse in the city.

“The present incident is an example of the ineptitude of the authorities which have failed to address the issue in an appropriate manner to curb its future recurrence,” said the NCHR’s report on Kasur child abuse incident. “Efforts to tackle child abuse are still short, and setting up of a preventive mechanism for child protection on the district level is still inept and unclear,” the report further stated. The report prepared after NCHR chief Justice (retired) Ali Nawaz Chowhan and his team’s visit to Kasur in October 2017, says that in all such cases, children are raped and then killed subsequently.

The condition is so grim that the residents of Kasur are distressed due to the increasing incidents of kidnapping, rape and murder of minor girls. They are also reluctant to send their daughters to schools and tuition centres.

Adding to the inefficiency of the police authorities is the shameful remarks by political leaders like Rana Sanaullah, the law minister of Punjab (Pakistan), who went on record, saying, “A child’s safety is its parents’ responsibility.”
