JD(U) leader Sharad Yadav attacked the Narendra Modi led NDA government on Saturday morning by saying that there is no improvement in any area in the country despite several cesses being collected by the government. The JD (U) leader took to micro-blogging website Twitter to express his views on the matter. “Although Govt collects number of cesses in d name of different services from public, yet don’t see any improvement in any area in d country,” he posted. Yesterday, in the Parliament, the government informed that it collected a total Rs 2,35,307.75 crore last fiscal by way of a host of cesses, including those of education, Krishi Kalyan, Swachh Bharat, and other surcharges, as per PTI.

Santosh Kumar Gangwar, Minister of State for Finance, has said the total revenue generated from education, Krishi Kalyan, Swachh Bharat, other cesses and surcharges in 2016-17 under direct tax was Rs 46,939.17 crore, the report added. Union Finance Minister Arun Jaitley, in the Budget 2015-16, had proposed to levy a Swachh Bharat cess of up to 2 per cent ‘on all or certain services, if need arises’. The cess kicked in from November 15, 2015.

Krishi Kalyan and Infrastructure were the new cesses introduced by the government after the Swachh Bharat cess. Earlier, CPM leader Sitaram Yechury had also attacked the government for imposing new kinds of cess on the common man saying this adds to the inflation, as per a report by The Indian Express. A cess is a kind of tax that is levied to raising funds by the government for specific funds. For instance, the money collected from the Education Cess or Swachh Bharat cess will be used for funding education and cleanliness drive. The cess, unlike the other taxes collected, does not go to the Consolidated Fund of India (CFI) and are required to be to be spent only on the specific purpose for which it was levied.
