Incompetent teachers were assigned the task of checking Bihar Intermediate Examination papers earlier this year, a report by India Today TV channel claimed. As per the report, the circumstances under which class 12th examination papers were checked, were not appropriate. Mamta Rani, a principal at women’s MDDM College in Muzaffarpur, told India Today that circumstances under which exam papers were checked were responsible for the mass failure of students in Bihar. “Circumstances under which exam papers were checked themselves are responsible. More than half of our teachers for 10+2 were on a strike to demand equal pay for equal work. They were pressured to call off their strike and deliver the results,” she was quoted as saying by the channel. The principal further claimed that pressure by the state government to give examination results quickly appeared to be a factor for the mass failures. It was even alleged that beauticians were roped in to check the papers of Bihar board students.

She further explained to channel how the entire staff was forced to examine key school-leaving papers beyond capacity. “Teachers were under so much of pressure to check them quickly. Someone who could see 30 sheets in a day was given 60. This obviously generates mistakes. There was pressure everywhere to speed up work,” the principal was quoted as saying by India Today.

“Examiners are scared after what happened last year. A sword is hanging over them. If they are generous, the Test-papers could be sent for re-checking. That’s why they are inclined towards giving fewer marks and not more,” Rani said.

Earlier this year, Nitish Kumar-led Bihar Government had faced major embarrassment after footage of a couple of state toppers, unable to answer basic questions, went viral on social media. The government had later ordered tough measures to curb cheating.
