With no single party getting clear mandate, the state of Goa is likely to head for a hung Legislative Assembly. The ruling Bharatiya Janata Party’s tally has fell to 13 seats from 21 seats, while the Congress has gained a major lead of seven seats from its earlier number of 9, taking it tally to 17 seats. While the saffron party is 8 short of a majority, the Congress needs 4 more to form the government. The election was also a test of the impact of rebel RSS leader Subhash Velingkar on the electorate. Velingkar’s Goa Suraksha Manch (GSM) has forged a pre-poll alliance with the MGP and Shiv Sena in the state.

Over 11 lakh voters in Goa were eligible to exercise their right to franchise to elect members of the 40-seat state Assembly. Votings were held across 1,642 polling booths. Ruling BJP, opposition Congress, new entrant AAP and the three-party alliance forged by MGP, GSM and Shiv Sena contested to gain supremacy in the coastal state. The five former chief ministers and present CM Laxmikant Parsekar were in the fray. There were speculations that Defence Minister Manohar Parrikar might be sent back to Goa as the next chief minister, if BJP retains power in the tourism state. The Arvind Kejriwal-led party, which has for the first time forayed into Goa, contested on 39 seats. Congress contested on 38 seats and BJP on 37. BJP, which had pre-poll alliance during the 2012 Assembly polls, decided to go alone this time but supported independents in four constituencies.
