Veterans protest OROP implementation: Top 10 things to know

While the PM Narendra Modi-led NDA government has cleared the One Rank One pension (OROP) scheme and FM Arun Jaitley has indicated how Centre is looking to ensure its smooth passage through the corridors of power, there are many for whom the scheme is not going far enough. Here are the top 10 points that have generated controversy and led many to threaten to launch a renewed agitation:

While the PM Narendra Modi-led NDA government has cleared the One Rank One pension (OROP) scheme and FM Arun Jaitley has indicated how Centre is looking to ensure its smooth passage through the corridors of power, there are many for whom the scheme is not going far enough. They want certain points to be inserted and then only should OROP be implemented. OROP is a uniform pension to be paid to the armed forces personnel retiring at the same rank after the same length of service, regardless of their date of retirement. The government has announced that these benefits would be applicable from July 1, 2014, with arrears to be paid in four half-yearly installments, and pensions will be revised every five years. Besides the estimated one-time outgo on OROP of Rs 10,000-12,000 crore on pension arrears, the recurring annual additional cost is expected to be Rs 8,000-10,000 crore. The government came out with a notification on OROP on November 7 for over 25 lakh ex-servicemen and war widows but the veterans still remain unsatisfied.  Here are the top 10 points that have generated controversy and led many to threaten to launch a renewed agitation:

1. Protesting veterans say, “We reject the notification as it is one of the seven anomalies pointed out by us to government after issue of notification on OROP and repeatedly thereafter”.

2. They said that their recommendations on an inescapable commission, if at all, should be multi-member has been discarded.

3. “Paragraph one of the commission notification says it will consider “Govt references” only. Thus leaving the veterans high and dry. Also by doing so the door kept open with a mediator in the form of Gen (Retd) V K Singh has been shut on our face too,” they said.

4. They says the way forward is to approach the Supreme Court which would be taken procedurally as per the advise of their counsel Ram Jethmalani very shortly.

5. While they are looking at the legal approach to get OROP to reflect their concerns, veterans have said, “Notwithstanding the legal option, the agitation will be intensified across the country.”

6. Protesting veterans have threatened to intensify the protest if their demands were not met by the Centre within three weeks even as they decided to not vote for BJP in the upcoming assembly elections.

7. OROP principle is in perpetuity and cannot be fiddled with, they contended.

8. They had objected to the judicial commission saying that it should have representatives from both government as well as the veterans.

9. They had also demanded a fixed time period of one month rather than six months for the Committee to submit its report.

10. Veterans want OROP implementation date to start from April 1, 2014 and not July 1, 2014 as in the government notification.

    The NaMo Sarkar has tied itself in knots in the OROP imbroglio. It has handled a simple issue - it was existing till 1973 - in the most ham handed manner. In doing this, the BJP has lost forever, a loyal consuency that voted for it always - the veterans. The negative fallout of losing the veterans will be seen by the BJP, when the Punjab embly Elections take place in 2017. The Forces hate people who can't keep their word of promise. NaMo needs to cast his mind to all that he had stated on OROP at Rewari in Sep 2013, and at Siachen on Diwali eve of 2014. Regret to state that the NaMo Sarkar has been graceless on this issue.

      Armed forces are their own worst enemies as pointed out by Major Navdeep Singh (Retd). For most benefits either they don't press forcefully to the defense ministry or outright say we don't need it, implying saving the money for the govt. What use is having Lt Col as company commanders? Integrated scales were already introduced for Lt to Brig by one of the pay commission. That was it. Every commissioned officer would get minimum of Brig ry and pension with 20 years of service. They let that go. Rather they should have built upon it like what civilian babus have done it. Imagine there was one IG of Police in a state (In stan they still have) and see how they upgraded to DGP and then 10-12 DGP in a State including a DGP for coordinating DGPs. Whatever gone is gone but citing that integrated scale for Lt to Brig, they can still ask govt that every officer would retire at Brig scale (though the rank may be Lt Col/Col). Revert back to majors as company commanders or else why stop at Lt Col, let there be Maj Gen as Battalion Commanders and Brig as Company Commanders. Similarly let Lt Gen as Brig Commander and Gen as Div Commander. Create a new rank of DGA (Director General of Army) to command the Corp and Army, what police did with creating DGP rank. At Army HQ level, create a new rank CDGA (Chief Director General of Army) like what civilians have created Chief Secretary, Chief Principle Secretary over the years to increase their promotional avenues. In IRS what used to be Commissioner as highest post, they created Chief Commissioners for promotional avenues. ROTE RAHTE HAI. HAMARI ARMY ME PROMOTION NAHIN HA. ARE JARA MOTION ME AAO - TAB PROMOTION AAYEGA. PROPOSAL BANAO - GOVT KO SUBMIT KARO - PRECEDENCE DIKHAO KAISE CIVIL ME HUA HAI- PRESS RELEASE SE SARE DESH VASIO KO BHI JANNE DO. CHHUPATE KYON HO - ISME KYA NATIONAL SECURITY HAI? JCOs and ORs should also get similar rank enhancements like chief Havildar, Chief Subedar, Chief SM. Every jawan should retire at least as Chief Havildar like they do in police. PAISA JANTA KA LAGTA HAI, TUMARI JEB SE NAHIN JA RAHA HAI? TUM PROPOSAL TO BHEJO AND JUSTIFY WITH PAST PRECEDENCE IN CIVIL.
