"Nobody else has authenticated it (Swamy's documents), neither the Chairman, nor me," Kurien said, adding that the responsibility of the documents rested with the person authenticating them.
Rajya Sabha Deputy Chairman P J Kurien on Monday said the Chair has not authenticated or approved any of the documents tabled by nominated member Subramanian Swamy in support of his statements on the AgustaWestland issue.
Kurien gave the ruling after Congress’s Jairam Ramesh raised the issue as soon as the House met. Ramesh said the Chairman had on May 6 permitted Swamy to lay on the table a copy each of three documents containing 13 pages from where he claimed to have quoted while participating in the short duration discussion. The next day, he said, Swamy tweeted that “Rajya Sabha has approved my documents.
Jairam Ramesh, run for cover.”
Ramesh wanted to know whether the Rajya Sabha had approved his documents. “What has the Rajya Sabha done? What does the bulletin say?” he asked.
“My understanding is that the Rajya Sabha secretariat says that they are considered ‘laid on the table’. They will be available for scrutiny. We will scrutinise them. We will expose them for what they are. But… has the Rajya Sabha approved the documents?” he said and demanded an apology from Swamy.
Swamy responded by saying “Twitter is between me and my followers. Jairam Ramesh is a follower of some buddhu. He is not my follower. I am, therefore, saying that the honour and dignity of the Chairman should not be called into question. He (Ramesh) can put it in writing. What is it that he is objecting to the decision of the Chairman? It is wholly an improper procedure that the Chairman is being brought into controversy inside the House when he is not even presiding.”
The Deputy Chairman said the documents placed on the table were authenticated by Swamy.”He has authenticated the document for which he has the responsibility, nobody else has the responsibility… Nobody else has authenticated it. Neither the Chairman, nor me, nor anybody else… The Chair has not authenticated any paper… I have not approved.”
