Vingroup on Tuesday announced plans to invest US$3 billion in Telangana in phases across multiple sectors in the state. The Vietnamese conglomerate signed a Memorandum of Understanding (MoU) with the Telangana government at the ‘Telangana Rising’ Global Summit 2025 for the proposed investment.

Under the MoU, both sides will work together to explore opportunities across smart urban development, electric mobility solutions, healthcare, education, tourism, renewable energy and charging infrastructure across roughly 2,500 hectares in Telangana. The collaboration also covers electric taxi services.

What does the MoU say about collaboration in the electric mobility sector

In electric mobility, Vingroup plans to introduce a large-scale electric taxi fleet and a mobility-as-a-service platform using VinFast vehicles through Green and Smart Mobility in Telangana. The group may also evaluate opportunities related to EV manufacturing in the future.

Vingroup has already entered India through its EV brand VinFast, which recently operationalised its US$2 billion EV assembly plant in Thoothukudi, Tamil Nadu, to build the VF7 and VF6 electric SUVs. Earlier this week, VinFast announced a US$500 million expansion in Tamil Nadu to diversify beyond electric cars into electric buses, e-scooters and charging infrastructure, reflecting its long-term commitment to the world’s third-largest automobile market.

“With our proven track record in delivering mega urban developments, large-scale infrastructure and a comprehensive electric mobility ecosystem, we believe that our collaboration with Telangana will generate tangible value,” Pham Sanh Chau, CEO of Vingroup Asia and VinFast Asia, said at the summit.

In urban development, Vingroup plans to build the Vinhomes Smart City, a mega urban area designed for about 200,000 residents on a 1,080-hectare site. The project is expected to create nearly 10,000 jobs and will include a mix of low-rise and high-rise developments. Through VinEnergo, the group also plans a 500 MW solar farm across roughly 500 hectares to supply green power to urban and industrial zones.

Vingroup will additionally develop an integrated theme park, zoo and safari on about 350 hectares under the VinWonders brand. Under social infrastructure, it plans to set up essential facilities across around 70 hectares, including Vinschool’s K–12 education system, Vinmec international multi-specialty hospitals and the V-Green EV charging network.

“The USD 3 billion investment by Vingroup is a massive vote of confidence in the ‘Telangana Rising’ vision, particularly our focus on sustainable urban development and green infrastructure,” Telangana chief minister A Revanth Reddy said.

The state government will support Vingroup in identifying and allocating land for each project, assisting in master planning and project structuring, facilitating administrative processes and coordinating with relevant agencies for necessary connecting infrastructure.
