Madhya Pradesh and Uttar Pradesh have signed a Memorandum of Understanding (MoU) for power and renewable-energy projects that are expected to attract around Rs 10,000 crore in investment, officials said. The agreement, signed in Lucknow, clears the way for efficient power procurement, sharing of generation capacity, and the development of integrated solar and battery storage systems.
Officials from both states said the initiative will not only reduce power costs but also create significant opportunities for infrastructure development and employment generation.

Complementary demand patterns: What is the logic behind the deal
The core of this agreement lies in the complementary seasonal electricity demand patterns of the two states. According to Pankaj Swamy, senior public relations officer of Madhya Pradesh Power Management Company Limited (MPPMCL), “Madhya Pradesh experiences its peak electricity demand during the rabi season from October to March, primarily driven by agricultural consumption. In contrast, Uttar Pradesh’s demand peaks during the kharif and summer months from April to September.”
“This differing demand pattern allows the two states to share generation capacity more efficiently and reduce power procurement costs,” Swamy added.
By leveraging this natural offset, both states can optimise the use of existing power assets and avoid the inefficiencies of idle capacity during off-peak periods.
2,000 MW solar and battery storage capacity
A main component of the deal is the joint procurement of 2,000 megawatt of integrated solar and battery energy storage system (BESS) capacity through a competitive bidding framework. This initiative will support renewable energy integration while ensuring grid stability through battery storage. The competitive process is also expected to ensure cost-effective procurement and attract investors in the renewable energy space.

Medium-term power banking arrangement
Beyond immediate power sharing, the two states have agreed to explore a medium-term firm power banking arrangement. This mechanism will allow one state to bank surplus power with the other during low-demand periods and retrieve it when needed.
The arrangement is designed to:
- Optimise resource utilisation across both states
- Enhance grid flexibility and energy security
- Reduce dependence on costly short-term power purchases
The proposed power initiative between Uttar Pradesh and Madhya Pradesh could attract investments in renewable energy and related infrastructure. The plan includes solar projects, battery storage and transmission facilities, along with potential jobs in construction, engineering and operations.
Will the MoU reduce electricity costs?
The Uttar Pradesh–Madhya Pradesh agreement is likely to help reduce power-procurement costs, but it does not guarantee an immediate or fixed reduction in consumer electricity tariffs because the two states have different peak-demand periods.
By sharing available power, jointly procuring 2,000 MW of solar-plus-battery capacity and exploring power-banking arrangements, they may reduce dependence on expensive short-term market purchases.
The proposed investment is expected to support the required renewable-energy and related infrastructure, but the savings will depend on bidding prices, project execution, battery costs and actual power demand.
