In a significant stride towards enhancing the strategic prowess of India’s military, the government has released a unified cyberspace doctrine earlier this week. This doctrine provides a cohesive framework for executing and understanding cyberspace operations across the Indian Army, Navy, and Air Force.
Chief of Defence Staff (CDS) General Anil Chauhan released the ‘Joint Doctrine’ for cyberspace operations during the Chief of Staff Committee (COSC) meeting. This landmark publication aims to equip military commanders with the necessary guidance to navigate the complexities of modern cyber warfare, ensuring well-coordinated and effective operations.
The COSC, comprising Army Chief General Manoj Pandey, Air Chief Marshal VR Choudhary, and Navy Chief Admiral Dinesh K Tripathi, underscored the collaborative effort behind this initiative by being present at the doctrine’s release. Their presence highlighted the joint commitment of the armed forces to this strategic enhancement.
In an official statement, the Ministry of Defence highlighted that developing the ‘Joint Doctrine’ is a vital step towards achieving greater jointness and integration within the Indian Armed Forces. This doctrine marks a significant advancement in streamlining cyberspace operations, reflecting a proactive approach to contemporary warfare.
In addition to traditional battlefields, cyberspace has emerged as a critical and challenging arena in modern warfare. General Chauhan pointed out the global significance of cyberspace, noting its extensive influence across water, land, and air. He explained that cyber-attacks could have profound impacts, disrupting a nation’s economy, political stability, decision-making processes, and overall defensive capabilities.
The CDS stressed the importance of embedding cyberspace operations into the national security framework. He highlighted the necessity of developing comprehensive strategies—referred to as ‘ends’, ‘ways’, and ‘means’—to maximise cyberspace advantages and influence activities across all operational environments and dimensions of power.
The doctrine emphasises understanding the military dimensions of cyberspace operations, providing a robust conceptual framework for commanders, staff, and personnel involved in cyber activities. It aims to enhance awareness and preparedness among soldiers at all levels, fostering a unified and strategic approach to cyber defence and operations.
