New vehicle owners will no longer have to visit the motor licencing offices (MLOs) to collect their RCs (registration certificates), instead, it will be delivered to their addresses, a senior government official confirmed. The Delhi government’s transport department has come up with a software that will allow vehicle owners to track the status of their RCs. The system was slated to come online soon, however, it may be delayed due to the dates of by-poll for Bawana constituency. The transport department hopes to streamline and speed up the vehicle documentation process through the new system.
“Annually around 10 lakh RCs are issued. A majority of them for new vehicles. Sending it directly to the vehicle owners will not only be a great relief to them but also it will cut down corruption,” the official said.
Presently, the driving licences are dispatched to the people at their doorsteps by the transport department. The process of sending RCs directly to the vehicle owners will start at the earliest, he added.
The government has been announcing new rules and regulations to increase transparency in the vehicle documentation processes and issuing of driving licences. In April this year, the central government ordered that Aadhaar cards would be mandatory for issuance or renewal of DLs. The objective of the order, which will be effective from October 2017, is to curb issuance of multiple licences under one name.
Other new amendments in the Motor Vehicles Act have brought in a number of critical changes which will now pave way for a safer commute for all road-users. This includes the introduction of 100 percent e-governance in order to eliminate fake licences as well as vehicle thefts.
Minister for Road Transport and Shipping, Nitin Gadkari, emphasised on the e-governance of the licencing system, stating, “The aim of the bill is to save lives as a whopping five lakh accidents take place every year claiming around 1.5 lakh lives.” Once the laws are incorporated, it would be impossible for any influential person to manage an ‘easy’ way to obtain a driver’s licence.
