The Haryana power distribution corporations, the Uttar Haryana Bijli Vitran Nigam (UHBVN) and the Dakshin Haryana Bijli Vitran Nigam (DHBVN) have targeted to bring down the aggregate transmission and commercial (AT&C) losses from existing 29.32 %to 15 %by the end of 2011-12.

The UHBVN planned to reduce the existing losses from present 34 %to 28%during 2008-09, 22 %during 2009-10, 17%during 2010-11 and to 15%during 2011-12. The target fixed for the DHBVN is to reduce the losses from present 26%to 22% during 2008-09, 19 %during 2009-10, 16 % during 2010-11 and to 15 %during 2011-12, a spokesman for the utilities has said.

The AT&C losses were 36 %in the state during 2001-02 attributed mainly to pilferage of power, inadequate and obsolete distribution infrastructure, inadequate collection efficiency, improper meter reading, non accountal of energy supplied to tubewell consumers, etc, he added.

The utilities made all out efforts to reduce the losses by adopting technical and managerial measures. The technical solutions included ensuring shifting of consumer meters outside premises, creation of high voltage distribution system (HVDS) or Aerial Bunched Cable-based System, augmentation of high tension and low tension lines, installation of new distribution transformers, bifurcation or trifurcation of lengthier and overloaded 11 kv feeders, replacement of worn out cables etc. Simultaneously, the steps were taken to ensure proper meter reading, energy audit, timely bill distribution, bill collection and disconnect supply of non payers.
