After throwing a surprise by appointing Ambika Soni as the new information and broadcasting minister while the rumour mill was rife about Anand Sharma retaining the portfolio after being elevated to the Cabinet rank, the officials at I&B were in for another surprise as the current secretary of ministry of culture Jawahar Sircar was given additional charge of I&B. The officials at I&B were almost ready to receive Raghu Menon, former CMD, Air India who they said would take charge on June 1 to succeed Sushma Singh who retires on May 30.

Sircar, an IAS of West Bengal cadre, 1975 batch has been serving as the secretary, ministry of culture since November 2008 and by virtue of that has worked with the new minister Soni earlier. Before that he was special secretary and development commissioner, ministry of micro small and medium enterprises.

Sircars appointment could be an indication that the portfolio of culture for which no ministerial candidate has been announced as yet could go to Ambika Soni. This could further mean that Culture and Tourism which used to be two separate and exclusive ministries could be split again into two separate ministries.
