Massive bureaucratic reshuffle: Modi govt shifts 48 JS-level officers, perceived to be close to UPA

THE Narendra Modi government has effected a massive bureaucratic reshuffle by approving the transfers and appointments of 48 joint secretary-level officers most of whom were perceived to be close to the UPA government or had worked in the office of Congress CMs.

According to sources, orders were issued after a detailed background check by Intelligence Bureau in September in Delhi as well as in the home cadres of the officers to look for their links with Congress ministers.

A few of the appointments are central deputation for officers who were working in their parent ca-dre. As many as 38 of these transferred officers are from the Indian Administrative Service while the remaining 10 are from central services.

Among those sidelined is 1989-batch Maharashtra cadre IAS officer I S Chahal, who worked as OSD to former home minster Sushilkumar Shinde and was posted as Joint Secretary in the Home ministry. He has now been shunted out to the Women & Child Development Ministry as JS.

Another 1989-batch Kerala cadre IAS officer Rajesh Kumar Singh, who wo-rked as PS to Veerappa Mo-ily in the UPA government and was posted as JS in Petroleum and Natural Gas Ministry, has now been tra-nsferred to the Department of Agriculture & Cooperation. Similarly, 1995-batch Tamil Nadu cadre IAS officer Hitesh Kumar Makwana, who served as Private Secretary to former Shipping Minister G K Vasan and was on compulsory wait has been posted as Joint Secretary in the Home ministry.

Also, 1993-batch Manipur-Tripura cadre IAS officer Prashant Kumar Singh, who served with Manipur Chief Minister Okram Ibobi Singh earlier and was posted as JS in Petroleum and Natural Gas ministry has been posted as Managing Director of National Cooperative Consumers Federation of India Ltd under the Department of Consumer Affairs.

Punjab cadre IAS officer Dilip Kumar, who earlier worked with former Union minister Preneet Kaur and was presently on compulsory wait has now been posted as Joint Secretary in Home ministry.

There are a few others who appeared to have got a better deal in the reshuffle. They include 1985-batch Orissa cadre IAS officer U P Singh, who served as private secretary to Petroleum Minister Dharmendra Pradhans father Devendra Pradhan when he was Minister of State for Surface Transport in the Vajpayee government. He was posted as JS in Steel Ministry. He has been moved as JS to Petroleum and Natural Gas Ministry.

Similarly, 1993-batch Bihar cadre IAS officer Uday Singh Kumawat, who had earlier served with both Tariq Anwar and Ravi Shankar Prasad, and was on compulsory wait in Agriculture ministry, has been posted as JS in the Department of Revenue.
