Another strategy is to invite private players and NGOs to participate in the scheme. Roping in educational institutions and putting in place a subsidy scheme for them is also a good choice. There is a way that is visible now. Kudos to Kapil Sibal. He is trying something differentimportantly, he is trying. Many did not move off their seats.
