Arjun Singh and TR Baalu were excluded from the Union Cabinet not for their non-performance Those missing, but because of political preferences. Arjun Singhs stock in the party had dwindled because he is not, it is said, a favourite of Rahul Gandhi. Now, he looks set to occupy a Raj Bhavan. The Congress has a tradition of kicking upstairs spent forces in its fold as state governors. Baalus story is different, as he belongs to the DMK. He was removed to maintain the balance of power in the DMKs first family. The Cabinet retains many non-performing ministers of the previous one. What brings relief, however, is the exit of the voluble Kamal Nath from the commerce ministry: prospects for WTOs Doha talks look brighter now than before.
