HCL to take over small contracts of UIDAI

The managed services provider (MSP) of the Unique Identification Authority of India (UIDAI) may take over other contracts awarded by the authority in another six months, including those for application software development, maintenance and data centre management.

Pegged at R2,200 crore, the MSP contract bagged by hardware and system integration firm HCL Infosystems is one of the largest information technology (IT) outsourcing contracts floated in the country wherein the firm will manage all IT-related operations of the prestigious Aaadhar project. Till now, the authority has awarded 38 contracts. The MSP will not usurp these contracts. Once the contracts are ended, they will be transferred to the MSP in almost six months. This happens in the large information technology contracts, said an authority official.

According to authority

officials, Bangalore-based Mindtrees contract for application software development, maintenance and support agency along with Wipros agreement with the authority on supply, installation, commissioning for hardware and software for data centre would be taken over by the MSP vendor in future.

MSP services include design, development and implementation of the authoritys Central Information Data Repository (CIDR) based on the functional and technical requirements of the CIDR. The selected firm will have to do the procurement, supply, installation, and commissioning of IT infrastructure components also.

The authority recently had a two day workshop on the issue of having other vendors on board for faster knowledge transfer of their respective contracts to the MSP.

Incidentally, HCL Infosystems has won four contracts from the UIDAI for managing its intranet and knowledge management portal, purchase of biometric devices, purchase of biometric authentication devices and hard disk drives. The countrys largest IT company Tata Consultancy Services was also in the race for MSP.

The MSP will also manage all IT and the national repository which will contain data of all Indian residents for the 7-10 year lifespan of the project. Besides, it will be responsible for the roll out of the 600-million Aadhaar numbers by 2014 and manage the end to-end logistics management of UID numbers or Aadhaars, do system and database administration

besides managing the technical helpdesk and facilitation centres.
