Rejecting the demand to make right to work a fundamental right, the government said it was not in a position to pay unemployment allowance that will cost the exchequer Rs 49,200 crore per annum.

The NREGP would be expended to cover rural areas in all districts of the country, the minister said, adding, government was proposing to create 70 million jobs during the 11th Plan (2007-12).
He further said that government has initiated steps to upgrade Industrial Training Institutes (ITIs) with assistance from the World Bank and under public private partnership (PPP) mode to enhance employability of youth.
