The editorial (?Reform Odissi?, May 22) tries to portray the ?wonderful? economic news from Orissa based on a recent World Bank report. I do not understand what is the wonderful economic news when the state is still home to 45% of the population living below poverty line? It appears that the World Bank generates reports meant only to appreciate the work of governments. Such blind appreciation flies in the face of ground realities. As for Orissa, the state is yet to announce a sustainable programme to uplift the poor.
