The UPI merchant discount rate (MDR) framework may be delayed from October 15 to January 1, 2027, to give merchants and payment providers more preparation time, though no final decision has been made. The proposed 0.4% fee applies to person-to-merchant transactions above ₹2,000, with a ₹300 cap; small merchants and person-to-person payments remain exempt.
