Kudos
to Maran, but what next?

We did quite well at Doha. Maran
and company deserve our congratulations for putting
up a strong fight and succeeding in doing better than
what most pundits, including this writer, had forecasted.
Also the developing countries as a whole, who stood
steadfast, rather than buckle under pressure.

Trade ministers are still trying to
find the right words to paper over the wide cracks in
different countries’ views on the ministerial declaration.
They need to reach some kind of consensus before the
day is out or deal with the probably more painful consequence
of another failed WTO ministerial.

As the Doha ministerial enters the
penultimate day two points seem to be emerging. The
European Union is looking more and more isolated on
the inclusion of new issues in the multilateral agenda
and as a result the 15-nation Union has raised its voice
on two issues — labour and environment.

countries are engaged in specific talks on the controversial
text of the draft ministerial declaration being negotiated
here. Arm twisting and horse trading tactics are accelerating
as the D-Day approaches. Countries are re-examining their
positions as any trader would, when selling or buying. |

spends all energies on keeping investment , competition

The Indian
strategy for Doha seems to be to ensure that investment
and competition policy does not get on to the agenda.
On all the other issues India seems to be only playing
a passive role of supporting its allies who are taking
the lead. |

For all practical
purposes, the WTO’s Doha Ministerial Conference would
be the “second” after the Singapore Ministerial Conference
of 1996. In between Singapore and Doha we did have two
ministerials, at Geneva and Seattle in 1998 and 1999 respectively. |
