Ahmed said that records show Nirupam as owner of a flat in Kamlesh Apartments, Andheri East, which does not entitle him or his immediate relatives to apply for another under the ten per cent quota scheme. Yet, his wife Geeta was allotted a flat in Vinayak Heights near the Raheja township in Malad East. Curiously, Nirupam also recommended that the adjacent flat be allotted to Prakash Patil. However, Ahmed said that these two flats have been subsequently combined and lavish interior work is now underway.

Ahmed's contention was that there were many sportspersons in the State languishing in chawls and slums forwant of better living standards and they are deserving of the ten per cent quota allocation. Nirupam has acquired these flats benami, he charged, for which the State Government is responsible.

Finance Minister Mahadev Shivankar objected to Ahmed's speech on the grounds that a notice is essential to raise such an issue and that it was improper to accuse a person who is not a member of the House. Wamanrao Chatap, also of JD, argued that a notice must be dispensed with in this case and it was proper to speak on the issue since the State Government was involved. Shivankar said that the entire reference should be deleted from official records.

Eventually, the Speaker admonished Ahmed for not giving notice which he ruled was mandatory, but also ruled that the speech would not struck off the records.
