Vote-bank politics behind Opposition tactics -- PM

SIKHEDA (UTTAR PRADESH), MARCH 19: Prime Minister Atal Behari Vajpayee today charged the Opposition with stalling Parliament proceedings over frivolous matters and creating obstacles with a view to further their vote bank politics.

Without referring to Opposition demands about a Parliamentary probe into charges levelled by sacked navy chief Admiral Vishnu Bhagwat and former advisor to the Finance Minister, Mohan Guruswamy, Vajpayee said that the Government was ready for any kind of inquiry into any matter.

``But there has to be some prima facie evidence. Inquiry for inquiry's sake cannot resolve any issue,'' he said, addressing a public meeting here to launch several rural housing and development programmes on the occasion of the BJP-led Government's completion of one year in office.

``These (Opposition) parties are only creating unnecessary obstacles and stalling Parliamentary proceedings on frivolous issues. They are only doing this to further their vote-bank political interests,'' the Prime Ministersaid.

On the controversy in Parliament over promotions to scheduled castes and tribes in Government jobs, Vajpayee said the Government was prepared to strengthen the system of reservations. ``But those who have decided to create trouble do not want to listen to any logic,'' he added.

On Indo-Pak relations, he said Islamabad should stop backing terrorists in India and asserted that friendly relations between the two nations should be strengthened further.

Stating that India and Pakistan were nuclear weapon powers, Vajpayee said, ``These weapons were not to fight a war. These are for deterrence. All issues should be resolved through talks, as there is no other way to solve them.''

``While we do not want to interfere in their internal affairs, Pakistan should stop backing terrorists who enter into India on the sly and kill people,'' he said.

Castigating the Opposition parties without naming any, Vajpayee said his Government had inherited a bankrupt economy which had ``now been put on therails''.

``The country was under a heavy debt burden. It was even difficult to pay the interest on this debt. Rupee value had fallen and there was all-round recession,'' he said, claiming, ``We have now changed this situation for the better and that too, without putting any burden on the common people. We are on a sound footing even internationally.''

Schemes which should have been taken up during the last fifty years, such as providing food and shelter to the people, ``are being implemented now,'' he said, adding that 3.5 crore houses needed to be built and the Government had decided to construct 20 lakh per year, including 13 lakh in rural areas.State Chief Minister Kalyan Singh announced his Government's plans to amend laws to provide women additional educational facilities, as well as equal rights on land and property.

Kalyan Singh lambasted earlier Governments in the State for having failed to adopt a planned development programme and undertaking developmental activities on a piecemeal basis.

Heclaimed that for the first time, his Government had evolved policies on industrial development, highways, minerals, forests and energy. An agriculture policy was on the anvil and would be finalised soon, he added.``We promise to convert UP into Uttam Pradesh instead of Ulta Pradesh,'' Singh quipped.

Earlier, the Prime Minister announced the adoption of Sikheda village in Ghaziabad district as adarsh gram (model village) by the Housing and Urban Development Corporation (HUDCO), and handed over sanction letters for the rural housing scheme to five beneficiaries.

He also gave away 10 kgs of foodgrains to five aged persons selected under the `Annapurna scheme' and the keys to those alloted houses under the Vasundhara Yojana of UP Housing and Development Board.
