Big words and tall claims

The conference of chief ministers in New Delhi on May 24 discussed the Action Plan for Effective and Responsive Government. The Action Plan included initiatives on making administration accountable and citizen-friendly, ensuring transparency and the right to information and taking measures to cleanse and motivate the civil services.

An Army of national ethos

50 years after independence, it is worth remembering the army's contribution to nation building and national ethos. In every war after 1947, the armed forces stood by the political decisions. The Indian state needs to speedily bring its internal conflicts to an end, if its armed forces are to find the necessary equilibrium in society. It is now time to create conditions which would disengage the armed forces from managing internal strife.

Partners under stress

There is little doubt about the true meaning of the tough-sounding resolution adopted by the Tamil Maanila Congress executive. TMC's demand for consultation by the DMK government on all major policy decisions is calculated not to add to M. Karunanidhi's current anxieties and apprehensions but, clearly, to reassure him. The party's claim to something like an official status, even while staying in the Opposition, may have sounded quite different in another context.
