Hyderabad, Feb 20: For the financial year 2001-02, the Andhra Pradesh government has projected a revenue deficit of Rs 3,887.03 crore, which is 2.5 per cent of GSDP, hinting at the possible fresh dose of taxes for the period.While the revenue performance is increasing at about 13 per cent of GSDP, which is targeted to improve to 13.79 per cent in the coming year netting a total receipts of Rs 21,045 crore. The state government proposes to raise Rs 10,689.05 crore, particularly from commodity taxes, as against Rs 9,533.57 crore in the previous year. According to the budget estimates for 2001-02, the state government has projected to have more of non-planned expenditure pegged at Rs 25,496.97 crore as against planned expenditure of Rs 10,326.65.
The revenue receipts estimated at Rs 22,406.01 crore during the budget year under review.
After taking into account overall transactions of the year, there will be a net deficit of Rs 22.99 crore as against Rs 406.52 crore deficit in 2000-01.
The fiscal deficit is estimated to be Rs 8,897.03 crore. Presenting the budget, the state's finance minister Y Ramakrishnudu has said that the government has recognised the need to regulate the expenditure under various deposit accounts and accorded autonomy and fiscal discipline to the implementing authorities.Claimed that the zero-based budget implemented in the previous year has yielded desired results in bringing the fiscal discipline, the finance minister said that the exercise has helped the government to meet the pending bills and commitments to the tune of Rs 1,800 crore besides providing adequate funds to its programmes, the minister said.
True to its commitment, the Andhra Pradesh government has created a provision of Rs 69.88 crore for Information Technology sector. The minister claimed that during the partnership summit, the state has signed about 10 MoUs with an estimated project cost of Rs 2,469 crore and Rs 4,220 crore worth of projects are likely to come in future. This sector is one of the 19 growth engines that the state has identified, he added. Referring to the state economic survey, Mr Ramakrishnudu said that the GSDP at constant prices for the year 2000-01 is estimated at Rs 82,434 crore as against the quick estimates of Rs 78,394 crore in 1999-00. For the last five years the state's GSDP is growing at 5.23 per cent, which will be accelerated in the next five years, the minister said. The annual plan outlay for the year 2001-02 has been increased by 9.27 per cent to Rs 8,991.02 crore over last year's Rs 8,228.12 crore. The infrastructure sector - Energy, Irrigation and Transport - has given lion's share in the plan outlaywith 62 per cent while social services and health sector has provided 18.84 per cent, he said
