Hyderabad PricewaterhouseCoopers, (PwC) has made a comprehensive report on the strategy to be adopted for setting up an IT infrastructure and security protocols to enable the AP Government to implement e-governance on a mass scale.The report will be analysed by the study group of secretaries and will be implemented in the phased manner, said Mr J Satyanarayana IT secretary Government of Andhra Pradesh. Speaking to press persons here on Thursday, Satyanarayana said that the government has identified and approached four external agencies which include: Entrust, Verisign to implement the entire exercise of setting up of infrastructure, net working, security protocols etc. Initially these agencies will develop pilot projects covering five government department which have already been computerised such as, commercial taxes, treasury, transport, registration and state secretariat.
The entire project is expected to implement in about two to seven years period and if required the government may seek external funding including World Bank, said Mr Satyanarayana.
This is an initiative of the AP government to integrate the scattered IT projects like, CARD, TWINS, etc under one data base. While explaining the programme, Mr Tridibes Basu managing partner PwC said that by integrating the data from various government departments will enable the citizen to access to the information and services over a single-window. The same can be accessed from any-where once it is put on Web, he added. The report has dealt in areas including the security policy for the government such as framework for security and its standers, end-user security guidelines, implementation guidelines, Mr Basu said. Further, the report has suggested the implementation of `Public Key Infrastructure', enabling the government to extend the platform for e-commerce activity once the e-payment become legal in the country.
