New Delhi, Dec 24: The Confederation of Indian Industry (CII) on Sunday said that the functions and responsibilities of the proposed super regulator envisaged under the draft convergence bill should be clearly spelt out in the legislation."While the super regulator - Communication Commisison of India - should be an independent, autonomous organisation, its functions should be clearly spelt out in the Act," CII said in a statement here.
Highlighting the need for a unified authority for spectrum management, the chamber has said that the frequency allocation should be accounted for amply in the new Convergence Act with the focus on maintaining a fair and efficient national playing field.
CII has also stressed the need for quick and transparent allocation of spectrum for ensuring rapid growth of IT and IT-based industries in the country.
"Rapid changes in technology, liberalisation of markets, globalisation, and public welfare are also dynamic forces that present significant challenges to regulators. These challenges could be met through strategic planning that lead to optimal spectrum usage," it said.
The chamber further said that the birfucation of the role of spectrum manager into two authorities - one for the government spectrum and another for the rest - is likely to reverse the trend for uniform spectrum authority around the world.
