Chandigarh, May 24: The Associated Chambers of Commerce and Industry of India (Assocham) has suggested the formation of a National Rural Telecommunication Corporation which together with National Rural Electrification Corporation, can provide all the five lakh villages of India with required power and communication facilities within a time-bound framework.In an agenda paper, the chamber has suggested an `universal access tax', under which all operators would have to pay a small percentage of their income to a common fund. This fund can be utilised to set up the proposed National Rural Telecommunication Corporation. The project would relieve the existing operators including DoT from laying rural communication network.
The rural communication should be self-generating and by providing initial support, this project could be a success. Alongwith this, fund and rural telecommunication body, Assocham has mooted the formation of a national development council for telecommunication and IT.
