The new telecom policy has its main objective as offering affordable telecom services to the Indian masses. An altruistic and definitely an honourable motive. But, one is reminded of the age-old adage, "the road to hell is paved with good intention".
Indeed, mere intentions are insufficient. And the telecom industry has been a witness to delays, confusions and conundrums.
The regulatory body became functional three years after the previous policy was announced. And now even that body stands reconstituted. The regulator has been divested of the ability to adjudicate. It will merely dish out reams of policy that may or may not be accepted by the government.
Meanwhile, the DoT exists as a regulator, player and a referee. And, the government expects to attract billions of worth of investments into this sector.
Apart from giving up this parochial attitude, the need of the hour is action and only action.
