`DoT, MTNL did not oppose CPP regime'
Telecom Regulatory Authority of India (TRAI) has submitted before the Delhi high court that the Department of Telecom (DoT) and Mahanagar Telephones Nigam Ltd (MTNL) had no grievance about its proposal to make the incoming calls free on cellular phones. In its reply to a bunch of petitions challenging its proposal on calling party pays (CPP) regime in which fixed phone user has to pay extra charges for a call made to a mobile, TRAI said in the affidavit, "DoT and MTNL did not have any grievance with the proposed fixation of the tariff at Rs 3.90 per minute (under CPP), though some consumers were of the view that it should be lower."

MTNL and Telecom Watchdog, an NGO, had initially challenged the proposed CPP regime which was to come into effect from November 1 but was stayed by the court in an interim order. DoT also challenged the tariff scheme later and moved an intervention petition before the court last week. Claiming that DoT and MTNL had made necessary technical changes to facilitate shifting to the CPP regime in August, TRAI said that it was deferred as government proposed the new "revenue sharing" telecom policy in place of the licence regime. "As the shift from prevailing licence fee regime to revenue sharing implied a cost reduction for cellular service providers, TRAI felt that the resultant benefit must be passed on to the consumers," the affidavit said.
