Chandigarh, July 24: Om Prakash Chautala, the Indian National Lok Dal (INLD) general secretary and till now leader of the opposition in the state, was sworn in as chief minister of Haryana here on Saturday.The state governor, Mahabir Prasad, has asked him to seek vote of confidence in the assembly on Tuesday.
Central leaders George Fernandes and Pramod Mahajan were present at the swearing-in ceremony that began at 11.30 am. Also present were Punjab Chief Minister Parkash Singh Badal and former deputy prime minister Devi Lal.The ceremony was marred by chaos created by INDL supporters shouting pro-Chautala slogans.
Immediately after being administered oath of office and secrecy by the governor, Chautala told reporters that he had been directed to prove his majority on the floor of the house "at the earliest". Referring to a large turn out of supporters, the chief minister said this reflected the enthusiasm of the people who wanted to see the Bansi Lal government out.
About the expansion of hisministry, Chautala said other ministers would be sworn in after he had sought the confidence of the house. "I am grateful to the BJP, HVP-D and independents, who "showed the opportunists their place."
Describing Congress as an "opportunist" party, Chautala said he was unable to understand on what basis the party had decided to support Bansi Lal government during the vote of confidence by him on June 25 and what "prompted" the party to withdraw its support to him after 15 days.
He said the "opportunism" of Congress was once again "evident" when it saw that opposition parties were able to come together to form an alternative government. In fact, the Congress had made a last-ditch effort to save Bansi Lal on Friday," he alleged.
BJP leader Pramod Mahajan when questioned if the party would join INLD government in Haryana or would support it from outside, said that Prime Minister Atal Bihari Vajpayee had directed Chautala to first take oath as chief minister and then discuss modalities.
But contrary toexpectations, no leader of dissidents who had left Bansi Lal government to form their own party HVP(D) including Kartar Singh Badhana was inducted into the ministry.
The BJP leader from Haryana and chief of BJP legislative party Ram Bilas Sharma was repeatedly asked if BJP would join the party but he refused to be drawn into controversy and said that newsmen could ask this question to Pramod Mahajan.
About his government's priorities, Chautala said that he would not be vindictive and would "honour efficient officers", people who had been involved in irregularities would be "punished as per law of land", efficient administration, good governance and improvement in law and order would be other priorities of the Haryana government.
