Mumbai, July 17: The Mumbai police on Saturday have registered an offence against Congress MP from south Mumbai in the 12th Lok Sabha, Murli Deora, deputy municipal commissioner Amarnath Dube, and ward officer Chotelal Dube. The offence has been registered for the alleged violation of election code of conduct and organising a function of changing the name of a road at Churchgate without taking permission of the police.Deputy police commissioner Sanjay Barve told The Financial Express that the offence has been registered under Section 37 (3) of the Bombay Police Act and various provisions of the model code of conduct. Preliminary investigations revealed that the organisers Jaikant Shukla and others had not taken permission for organising the function where a loud speaker was on and more than five people had gathered. The function was organised on the road itself. Barve said that there was a clear breach of model code of conduct and, thus, the offence was registered. Deora, along with these civic officials,was present at the time of a function in which the name of C road at Churchgate was changed to PM Shukla Nirjhar Marg on July 11 when the Election Commission announced the Lok Sabha elections and the model code of conduct was brought into practice. Sources said that the name plate was demolished on Saturday by the encroachment department of the Mumbai collectorate. The Mumbai district collector Debashish Chakravarty, additional collector (encroachments) NN Kawade supervised the demolition works.
Chakravarty, who is also the district election officer, has asked the additional municipal commissioner AK Jain to conduct an inquiry against the deputy municipal commissioner and ward officer. The collector, in a letter, has said that the programme could not have been organised without clearance from the deputy municipal commissioner, ward officer and other staff of the Greater Mumbai Municipal Corporation. What was surprising was that both the deputy municipal commissioner and ward officer were present during thefunction. When contacted, Deora said that he was present during the function as an invitee, and added that he was told that the municipal corporation had cleared the function. Meanwhile, the state election department has sent letters to all secretaries and district returning officers for the strict implementation of the model code of conduct. The department has asked the secretaries and other officials to see that no decision which could influence the voters be implemented.
