USDA to seek public comment on plan to change LDPs

Washington: US Agriculture secretary Dan Glickman said on Wednesday that the Agriculture Department will seek public comment on its proposal to revamp the system for calculating crop "loan deficiency payments" (LDPs). Glickman told reporters after a meeting with Minnesota Gov. Jesse Ventura that the decision to seek public comment on its proposal meant it would stick with the current system of calculating LDPs for the 1999 wheat crop.

The Clinton administration has been deliberating for weeks whether to go ahead with the Agriculture Department's proposal to replace the current county-by-county system of calculating LDPs with uniform national rates or to seek public comment. At this point, it is uncertain whether USDA's proposed national LDP system would be used for any 1999 crops. That will depend on the length of the public comments and what responses the department gets, he said.
