MUMBAI: The Government of India (GOI) has for the first time permitted a representative from the powerloom sector on the Cotton Advisory Board that was reconstitued recently.The Board, which is a representative body of the government, the growers, the industry and the traders, will advise the government generally on matters pertaining to production, consumption and marketing of cotton includng matters within the purview of the cotton Control Order, 1986 and also provide a forum for liason between the cotton growers, the cotton trade and the government.
The Board as reconstituted now will continue to be chaired by the Textiles Commissioner, Ministry of Textiles (MOT), GOI and will also be represented by four members from the central government. These are joint secretary, incharge of cotton (MOT), joint secretary, incharge of trade and cooperatives, department of agriculture and Co-operatives, Economic/Statistical Advisor, ministry of agriculture and a representative of the department of science &technology connected with National Remote Sensing Agency. Joint Textile Commissioner (cotton) will be the member secretary on the Board.
Powerloom sector which got a separate status by hiving off a division of Cotton Textile Export Promotion Council (TEXPROCIL) a couple of years back into a separate EPC has got a special seat on the Board. The Cotton Advisory Board originally set up in October 1958 and subsequently reconstituted from time to time.
Members from the state governments includes Commissioner/Director to Government (incharge of agriculture) each from the states of Andhra Pradesh, Maharashtra, Tamil Nadu, Rajasthan, Madhya Pradesh and Punjab.
Members representing the growers are Ramesh Dudhat and Ratilal Vikani from Gujarat, Krishan Kumar Jhakar from Rajasthan,D. Varupaksham from AP, Pt. Pandurang Munde from Maharashtra and Ashok Jain from Uttar Pradesh.
Members from the indusstry include Chairmen of Indian Cotton Mills Federation, President of All India Federation of Cooperative SpinningMills, Chairman cum Managing Director of National Textile Corporation (New Delhi), President of South India Small Spinners Association (TN), Chairman of Piramal Spinning & Weaving Mills, Jayantibhai Patel from Gujarat and Gurmeet Singh Brar from Karanpur. Members from the trade include CMD Cotton Corporation Of India, President of East India Cotton Association, Chairman of All India Cotton Federation and Chairman of Forward Market Commission (FMC).
