Rupee in a fix
It is not clear why the Reserve Bank thought it necessary to issue a press note saying it has no intention of weakening the rupee. Ostensibly, the market read such an intention in deputy governor Jagdish Capoor's statement issued in Basle.

Foreign debt
It is surprising that India's external debt rose by just $1.8 billion to $95.8 billion during the nine months ended December 1998. The increase should have been larger since the country raised $4.2 billion through Resurgent India Bonds.

Internet censorship law introduced in Australia
In a serious attack on democratic rights, the Australian government has introduced laws to filter and censor the Internet. The legislation will see Australia join such repressive regimes as China and Singapore in practicing Internet censorship.
