Delhi to strengthen vigilance against power theft

Saibal Roy Choudhury
New Delhi, June 2: Power minister of Delhi Narendra Nath announced on Wednesday that the Congress government in the capital would not tolerate any theft of power. No politician will be allowed to shield unauthorised colonies from paying their dues, he thundered. The capital currently incurs T&D losses in the range of 60 to 70 per cent which is officially put at 40 per cent.

Speaking at a seminar on power organised by the PHD Chamber of Commerce and Industry, Nath said that the bill for forming an electricity regulatory commission will soon be introduced in the Vidhan Sabha. In addition, a bill for forming a separate power generation and transmission company will also be introduced, he said.

The Delhi Vidyut Board is currently in a precarious position as it is incurring losses in the region of Rs 70 to 80 crore every month, with losses so high, no commercial organisation can be viable, he said. It is important that in order to get its house in order, the organisation gets paid for what it provides, theminister said. According to Nath, T&D losses under the previous government were to the tune of 52 per cent, which the present government has scaled down to 40 per cent. It is now mandatory for unauthorised colonies to instal meters and in this drive 25,000 clusters have been provided with single point delivery, he said. Also residential colonies are being provided with single point delivery, the minister stressed.

Apart from distribution and generation, supply of power is being beefed up with the IP station adding capacity of 350 mw in the course of the current month, he said. Commissioning of 220 KV switchyard at Bamnauli will take place on July 1 and commissioning of 220 KV transformers at Naraina and 66 KV transformers at a number of sub-stations will be completed by the last week of June, Nath said.

Regarding early stabilisation of the 3x34 mw waste heat unit at GT Station, generation has started from one unit which is providing 30 mw and the second unit will begin functioning by the end ofSeptember, the minister said. Additional capacity is being installed at Bawana I, Bawana II and the Pragati combined Cycle Plant will be hopefully completed and commissioned within three years, Nath said. The fate of Bawana II is hanging in balance as the Central government has not provided guarantee for the project, he said.
