Nabard disburses only 50% loans under rural development schemes

Mumbai, Apr 2: The National Bank for Agriculture and Rural Development (Nabard) has been able to disburse barely 50 per cent of the sanctioned loans under the Rural Infrastructure Development Fund (RIDF) schemes. The apex agricultural bank disbursed Rs 3205.86 crore towards 26,991 infrastructure projects all over the country under its three RIDF schemes up to January 15, 1999. The sanctions under this scheme were pegged at Rs 6,540.4 crore.

The bank has disbursed Rs 1,512.78 crore for 4295 projects under its scheme RIDF-I against the sanctoined amount of Rs 1,794.85 crore. Under the scheme, the maximum limit of Rs 261.34 crore have been allocated to 34 projects in Uttar Pradesh against a sanction of Rs 292.35 crore. Madhya Pradesh and Maharashtra have received Rs 152.09 crore and Rs 151.34 crore, respectively, against the sanctioned sum of Rs 199.63 crore and Rs 173.74 crore.

Under its RIDF-II scheme, the apex agricultural bank has allocated Rs 1,223.81 crore against a sanction of Rs 2,586.11 crore forfunding 8,241 projects. Under this scheme, the bank has disbursed Rs 147.59 crore against the sanctioned amount of Rs 473.47 crore for 591 projects of cyclone-hit Andhra Pradesh during the period.

The bank has allocated Rs 156.13 crore to 108 projects in Maharashtra of the total target of Rs 231.66 crore. Uttar Pradesh has received Rs 190.18 crore against the sanction of Rs 491.65 crore for funding of 1,613 projects.

Under its RIDF-III, Nabard has disbursed Rs 469.27 crore against the target of Rs 2159.44 crore for funding 14,455 projects throughout the country as on January 15, 1999. Under this scheme, the bank has assigned Rs 42.80 crore for funding of 304 projects in Andhra Pradesh against the target of Rs 232.77 crore. Tamil Nadu has received Rs 14.09 crore against the target of Rs 151.08 crore for funding of 615 projects.

Bihar has not received any amount although the target was fixed at Rs 62.31 crore for the funding of 424 projects.

In a bid to improve flow of funds to state governments, Nabardhas reduced interest rate on RIDF loans to state governments. The bank has also constituted a committee which has representatives from various states to monitor progress of various projects.

In the last three years, the bank has sanctioned long-term loans to state governments to the tune of Rs 350.62 crore out of which Rs 324.41 crore have been withdrawan by various state governments.
