7 cases of dumping under study

New Delhi, March 3: The director-general of anti-dumping and allied duties set up in the commerce ministry has taken up for investigation seven cases of dumping.With the progressive reduction in customs duties on imports, more dumping cases are expected in the future.

The seven cases include those of dumping of low carbon ferro chrome from China, South Africa and Macedonia, acrylic fibre from Mexico, of hard ferrite ring magnetics from China, of industrial sewing machines from Germany, South Korea, China, Japan and Czechoslovaakia.

The remaining cases relate to dumping of SBR from Japan, South Korea, Turkey, China, Taiwan, the US, Germany and France; of photographic paper from the UK and Germany, and of sea water magnesia/fused magnesia from China.After investigation, the designated authority under the directorate of anti-dumping will recommend provisional anti-dumping duties. Both, the exporters and the affected industry, will be given an opportunity to present their case before the authority.Thereafter, the finance ministry will notify the final duties in these cases.

Following the authority's recommendations, the finance ministry has already imposed final anti-dumping duties on imports of Lovastatin from China, of P-Tert butyl catechol from France, of theophylline and caffeine from China, of orthochloro benaldehyde from China and of acrylic fibre from Japan, Spain, Portugal and Italy.

Meanwhile, the government has withdrawn the anti-dumping duties imposed on PVC resin on January 18, 1994. The duties ranged from Rs.504 a tonne in respect of imports from the US to Rs.2036 a tonne in respect of imports from Brazil. Imports from South Korea had attracted a duty of Rs 1,253 a tonne and from Mexico Rs 1,619 a tonne.

Cases where definitive (final) anti-dumping duties have already been imposed by the finance ministry are potassium permanganate from Japan (Rs 7,477 a tonne), 3,4,5 trimethoxy benzaldehyde (TMBA) from China (Rs 237 a kg), acrylonitrite butadiene rubber (NBR) from Japan (Rs 13,306 atonne), bisphenol-A from Brazil (Rs 10,263 a tonne) and from Russia (Rs 12,559 a tonne), metallurgical coke from China (Rs 4,673 reference price subject to a minimum of Rs 692 per tonne), vitamin-C from Japan and China (Rs 27.59 to Rs 61.96 a tonne), polyestyrene from South Korea, Japan, Taiwan and Malaysia Rs 1,963 to Rs 13,493 a tonne).
