Mumbai: The Bombay Metal Exchange (BME) has strongly condemned the public notice issued by the excise office regarding receipt of goods in dealers' godowns and their verification by department officials.BME has called for cancellation of the public notice, citing it as unjust, unfair and putting the trade at the mercy of the `inspector raj'.Calling the public notice as contradictory to excise laws, BME has forcefully stated that the restriction of traders from self removal procedure is entirely unjust. Moreover, the new direction to bring material and keep for 48 hours in godown for physical verification by excise officers and to keep registered at godowns and offices is will not only harass the traders unduly but will lead to delay in delivery of materials by 72 hours to 96 hours. Further direct delivery of material from the place of the seller to the place of the buyerby the traders will be halted. This means that the traders will have to cumpulsorily stop delivering the goods directly to buyers placefrom the docks or suppliers premises and bring it to the godown for physical verification by excise authorities.
Moreover, to facilitate the verification, the godowns will have to be kept open for atleast 48 hours and the traders will also have to keep separate registers at all its godowns.
Usually sales purchase invoices, gate pass, excise registers etc are kept at the registered office of the traders. If a trader has godowns in three different locations under different excise collectorates, he will have to keep himself registered at all these three offices.
Moreover authority to visit the premises any time by the excise officials will lead to harassment, corruption, and disturbence to regular business activity. While the finance ministry has recently announced that the visit of excise officers to the premises will be restricted and trust the business community, the new trade notice No.07/99 issued by the CEOC-I (Central Excise Office Collectorate), Churchgate, is contradictory to it. The trade willbe at the mercy of the inspectors which would be no different from the inspector raj.
