New Delhi, Jan 27: The designated authority on anti-dumping in the ministry of commerce has recommended imposition of provisional anti-dumping duty on styrene butadiene rubber (SBR) imports from five countries, including the US.
However, SBR imports from France and Germanay, which had also come under scrutiny, have not been included in the recommendation for anti-dumping duty.
In its ruling last week, the designated authority, working under the framework of directorate general of anti-dumping and allied duties, found SBR being dumped by these countries and causing material injury to the domestic industry.
Anti-dumping proceedings are initiated if it is provedthat an item exported by a particulary country is shipped at a price less than what it is in that country and hits the country importing the specified item.
The anti-dumping proceedings were initiated on acomplaint lodged by Synthetics and Chemical Limited, Mumbai, which contended that its share in the domestic market had slid by 11 per centdespite reduction in prices.
Besides the US and Japan, the duty has been slapped on imports from Turkey, Taiwan and South Korea. The levy would apply on all exporters from these countries.
For imports from the US, an anti-dumping duty of Rs 3.48 per kg has been recommended for imports of SBR 1700 series and for 1900 series a duty of Rs 6.77 per kg has been suggested.
The authority has also fixed a minimum landing price of Rs 48.20 a kg for 1700 series and Rs 62.16 a kg for the 1900 series imports from the US.
For shipments from Taiwan, both SBR 1500 and 1900 series imports an anti-dumping duty of Rs 2.21 per kg has been recommended. The minimum landing prices fixed for these series are Rs 57.33 and Rs 56.90 a kg respectively.
For SBR imports from Turkey, an anti-dumping duty of Rs 8.26 a kg has been recommended for 1500 and 1900 series, while the minimum landing prices have been fixed at Rs 57.05 and Rs 60.69 a kg respectively.
An anti-dumping duty of Rs 3.38 a kg has been recommended for SBR1500 and 1900 series imports from South Korea, while for the 1700 series a duty of 98 paise has been recommended. The minimum landing price for 1500 series is Rs 54.48 a kg, for 1700 series Rs 48.20 and Rs 55.28 for 1900 series.
In case of Japan, anti-dumping duty of Rs 3.71 a kg has been for 1500 series imports, 92 paise for 1700 series imports and Rs 5.20 a kg for 1900 series imports. The minimum landing price for 1500 series has been fixed at Rs 59.82, for 1700 series Rs 48.20 and Rs 61.78 for 1900 series.
Synthetics and Chemicals Limited, mumbai in its complaint said besides a cut in its market share, its inventory had also increased sharply and it was also forced to reduce its manpower by five per cent.
SBR is mainly used in the country by tyre manufacturing units and this is produced using the polymer technology.
Importers and tyre makers, opposing imposition of anyanti-dumping duty, claimed that supply from domestic SBR producers was irregular and quality was also not satisfactory.
They alsocited the general recession for fall indomestic producers share in the SBR market and pointed out that domestic SBR producers themselves had been hit by constraints in raw material imports.
Tyre manufacturers said any levy of anti-dumping duty would hit the industry badly.
Besides, exporters from the countries against which the proceedings were initiated also replied to queries from the designated authority.
