Woollen yarn, shoddy blankets brought under marking norms

Mumbai: The Centre has brought woollen yarn, cloth, tops and shoddy blankets under the ambit of Textiles (Consumer protection) Regulation, 1988. Under the regulation, it will be mandatory for all concerned to follow the markings/labelling norms.

Manufacturers, processors including hand processors, traders, wholesalers, semi-wholesalers, cutting and packing houses, shops and establishment holders, retailers and stockists will have to comply with the provisions and directions.

It will be irrespective whether they deal with indigenously manufactured or imported tops, yarn, cloth/fabric, says the latest public notice of ministry of textiles.

The violation of or non-compliance or partial compliance of the provisions and directions contained in the notification shall amount to the violation/contravention/non-compliance of the relevant provisions and directions contained in the Essential commodities (EC) Act, 1955, as the said notification was issued by the Textiles Commissioner in exercise of the powerconferred on him by an Order issued under Section-3 of the EC Act.

Under the provisions and directions of the notification it would be mandatory for all concerned to comply with the marking norms as prescribed. Markings for the tops shall be made on paper label securely pasted on the outside of each package containing tops which will essentially have to include name and address of the manufacturer, net weight in kilogram, mean fibre length (in mm)/Micron in case of wool tops and the words 'Blended tops' in case of blended tops along with the exact percentage including standard moisture regain of each of the different types of fibre present in the tops packed.

Markings similar to tops will have to be made on spun yarn indicating the fibre name from which it has been spun and the percentage of each fibre in case of blended spun yarn. Only fibres having less than two percentage share in the total contents of the yarn need not be stamped. It will also have to indicate count of yarn along with fold and plieswherever applicable, C.S.P. value in case of cotton yarn man-made fibre spun-yarn, net weight in kilogram and month and year of packaging.

In case of woollen yarn, its counts shall be indicated in metric (N.M.) counts while yarn spun from cotton or man-made fibre shall indicate counts in English count.

The label with the prescribed marking may be pasted inside the cones in case of yarn on cones or shall be fastened on beams in case of yarn on beams.The label shall be pasted outside the cone in case of shoddy woollen yarn on cone.

Filament yarn labels will have to indicate number of filaments and twists per metre preceded by the word 'filament yarn' and its generic name, such as Polyester, Viscose, Nylon, Acrylic etc. over and above the previously mentioned information.

Markings shall be made on the faceplait of each piece of non-controlled variety of cloth which shall include discription of the cloth,i.ie. dhotee, saree, suiting, shirting etc, sort number of the cloth, length in metres and width incentimetres and name and address of the manufacturer and the person who causes such manufacture, if any.

It shall also mention fast to normal washing or not-fast to normal washing as the case may be or the words preshrunk ar mercerised, or any other process actually carried out, as the case may be.

The words seconds or damaged piece/defective piece will be mandatory to mention when the piece of cloth is classified as the same.

The cloth shall also mention the name of the yarn and exact percentage by weight of each of the individual constituents to the total yarn content of both warp and weft put together used in its manufacturing.
