The association, which represents over 1.5 lakh officers from several central PSUs including Videsh Sanchar Nigam (VSNL), Air India, Shipping Corporation of India (SCI), Mazagon Dock (MDL), Hindustan Organic Chemicals (HOCL), Goa Shipyard (GSL) and Hotel Corporation of India (HCIL) had announced the stir over the delay in announcing the revised pay scale for officers.

According to K Ashok Rao, president, NCOA, the mass casual leave has been called off because the justice Mohan committee will submit its report to the industry minister on October 30, 1998.

A committee headed by Justice S Mohan, the retired supreme court judge, was set up by the government on December 10, 1996 to recommend the pay packet for executives of the central government enterprises.

Since its inception, the committee had been given around sixextensions by the government to submit its report. This undue delay upset the officers who have been demanding an early submission

The recommendations will be based on the fifth pay commission's report. The officers are expecting atleast a 45 to 50 per cent hike in their basic salaries. The current pay drawn by the executives in PSUs is around Rs 5,000 a month. Sources say that the committee will recommend atleast Rs 8,000 to Rs 9,000 basic salary for the officers.

The new salary structure is also likely to have an unrestricted house rent allowance (HRA) as against the current ceiling of Rs 1,500. It is believed that the dearness allowance would also be made 100 per cent of the basic pay with effect from December 31, 1996. The DA alongwith the interim relief are likely to be merged with the basic salary.

The new pay scale of the officers is also likely to contain around 46 per cent fixation relief.
