Washington, Sept 26: In a new twist to conditions laid down for lifting sanctions against India and Pakistan, the United States has said the two countries, besides meeting other goals, should make substantial progress towards settling their differences through bilateral dialogue.``The declaration of the five (nuclear powers) and the UN Security Council resolution 1172... calls upon Pakistan and India to adhere to global nuclear non-proliferation norms and to settle their differences through dialogue, besides meeting other requirements,'' state department spokesman James Rubin said.
He was reacting to a question on Pakistan prime minister Nawaz Sharif's speech at the UN General Assembly expressing willingness to sign the comprehensive test ban treaty (CTBT) if the US lifted sanctions against Islamabad.
``We have made clear that in order for sanctions to be lifted, there has to be substantial progress across the board on the matters of concern to us and those are laid out'' in the internationalstatements, Rubin said.
