A senior European Union official says the 28-nation bloc's foreign ministers will consider broadening the list of people sanctioned because of Russia's annexation of Ukraine's Crimean peninsula.

The official said Friday some EU governments want to beef up the sanctions to deter Russia from further destabilizing the situation in eastern Ukraine.

The person, who was briefing reporters on condition of anonymity, said ministers at Monday's meeting in Luxembourg aren't expected to decide new sanctions but could agree on ordering the preparation of a new list of targets.

Any new sanctions - typically including travel bans and asset freezes - require unanimity among the 28 nations.

The official said the EU must respond to the recent unrest in eastern Ukraine mostly sparked by pro-Russian groups, saying ''we can't do nothing.''
