With the new Director of Public Instruction for Schools (DPI-S), Kamlesh Kumar, taking charge on Thursday, the state executive committee of the Government Teacher’s Union (GTU) held a meeting to discuss issues that are still pending with the administration due to the DPI being changed repeatedly.

The committee welcomed Kumar, who replaced Upkar Singh, hoping the new director would succeed in addressing the long pending issues of teachers on a priority basis.

Since 2005, eight DPI’s have already been changed. Kumar is the ninth DPI (S) to take charge. According to the GTU, major proposals relating to the fraternity and betterment of school education are still pending with the department.

Vinod Sharma, GTU president and principal of Government Model High School, Sector 34 said, “It has been a trend that whenever the important decisions are close to approval and conclusion, the DPI is changed. Some of the issues and demands, to which Upkar Singh had to give approval, were at the final stage. But now another DPI has been appointed, who will need time to understand the system of the education department. The DPI (S) keeps changing every year and the department has set aside our demands.”

“The best part about Upkar Singh’s tenure was that he worked a lot over the teacher-promotion issue, which was pending since 22 years. He succeeded in promoting over 100 teachers. We have decided to send a delegation in a day or two to put forward our pending issues, such as fixation of notional pay and increasing of the underpay scale for the tabla instructors and the lab attendants,” Sharma added.

Talking to the convener of the JAC of Teachers, Swarn Singh Kamboj said, “Upkar Singh was supposed to roll back the charge sheets issued to four teachers and also the FIR lodged against us a month ago. Also, the proposals of building new government schools in the periphery areas and working towards improvement of infrastructure in schools came up during his tenure. We hope the new DPI addresses our pending issues, including the promotions of JBT teachers to TGT teachers.”
