Senior CPI(M) leader Sitaram Yechuri, in a recent visit to Nepal, reportedly convinced the Maoists to agree to a few conditions set by the Nepal government.
Yechuri along with the Nepal Solidarity Committee secretary general Rahul Barua met Communist Party of Nepal (Maoist) leaders Prachanda, Bhattaraya and Maoist militant wing leader Ram Bahadur Thapa “Badal” and made them agree that the Maoists would not hold ‘people’s courts’ in urban areas, will not control custom points and not indulge in extortion and seizure of property. The Maoists also agreed to negotiate with the Koirala government in setting up a special paramilitary force, intended to be formed by absorbing Maoists militant personnel. Yechury is supposed to meet Prime Minister Manmohan Singh to brief him about the developments.
Of the three Maoist leaders “Badal” is considered ‘most notorious’ and has always been reluctant to join mainstream politics. But after holding discussions with the Indian delegation, he agreed to the idea of and hinted that the Maoists would join the special paramilitary force soon.
Barua said “We met the Maoist leaders and they assured us they would consider the proposals. But one significant thing is that there will be certain conditions and standards fixed in the recruitment process.”
