Shivali suicide: Three months on, probe still incomplete

Close to three months after 19-year-old college girl, Shivali, committed suicide after being harassed by a woman cop and two photo journalists for travelling in a car with her male friend. The Punjab Police has failed to complete its investigation and file a chargesheet, 81 days after the incident.

ADCP Navjot Singh Mahal, who is the investigating officer in the case, said that the investigation is still on. He also confirmed that a challan in the court has yet to be presented in the case.

As per a legal expert in abetment to suicide cases one does not require this long to complete the investigations.

The National Commission for Woman (NCW) and the Punjab State Commission for Schedule Caste have also failed to move the Punjab police to complete the investigation though both the commission had shown huge concern about the case in the beginning.

Repeated attempts were made to contact Chairperson Mamta Sharma of NCW and member Shamina Shafiq, who had visited Jalandhar after Shivali’s suicide, but both could not be contacted.

The Punjab Police cop Balwinder Kaur, and two photojournalist (who took pictures of Shivali against her will) were booked for abetment of suicide on September 6 on the orders of Punjab Home Secretary D S Bains.

The Jalandhar-based Punjab Press Club had already approached Punjab Chief Minister Parkash Singh Badal and submitted a memorandum asking him to provide relief to the two lensmen.
