About 100 residents of Panchkula held a protest near the upcoming Ess Vee Apartments in Sector 20 on Sunday, alleging that the builder had not given them possession of apartments although they had paid 90 per cent of the cost. Builder Vinod Baga, however, said the protest was an attempt by political rivals to defame him because he was preparing to contest the Assembly election. The protesters alleged that they had given representations to the police and Town and Country Planning Department, but got no help. In a DDR lodged on August 3 at Sector 20 police station, 12 allottees alleged that Bagai’s brother Virender Bagai had abused them at a meeting when they asked for possession of the flats. S C Dhamija, a retired employee of the Punjab National Bank, said, “The housing scheme had started in 2005 with around 200 houses in phase I. I had booked an apartment in May 2006 and was supposed to get possession in November 2009, but I am still waiting.” Dhamija said the builder had promised possession after getting 30 per cent of the cost. “Later, he kept taking more money but did not given us possession,” he said. In 2011, Bagai’s company M/S Samar enterprises started work on the second phase of 700 houses, said Pradeep Kumar, president of the association formed by the allottees. Bagai said, “I am contesting the election, and this is a set-up by a rival to defame me. I have received Rs 82 crore, but spent Rs 140- 150 crore on the project. I am yet to receive Rs 99.82 crore from the allottees. If they are not paying me, which is delaying the construction, how am I responsible?”
