Supreme court should charge the Chief Minister with negligence and murder

It is not right for a elected government to setup a probe after the victim dies. The supreme court should right away start charging the elected officials with murder, serious negligence of duty etc and suspend them for running a government. Only very strong action by Supreme court would clean up India. I wonder what Advani and Modi got to say to their partners.
